Best BMS software in Dubai and the UAE: six systems compared
Siemens, Johnson Controls, Honeywell and Schneider Electric all market building management systems in the UAE, and Tridium Niagara is an open framework with more than a million instances worldwide. In Dubai, where cooling dominates demand and many towers buy chilled water from a district plant, judge them on how well they meter BTUs and water per tenant. Aqueduct does that across existing systems and adds a live digital twin of each building.

BTU metering per tenant
Al Sa'fat clause 503.04 asks for chilled water metering where a plant or district cooling serves several consumers. Ask whether BTU meters reach the BMS as trended data or only as monthly reads.

Under Al Sa'fat, buildings with 1 MW of cooling or 5,000 m2 and above need a central control and monitoring system. Ask how chillers, AHUs and fan coils appear as one cooling chain.

The Pearl Building Rating System makes energy sub-metering and exterior water monitoring required credits. Ask whether the system logs both centrally for the construction-stage rating.

Ask whether the system can stage chillers and pre-cool against occupancy, and how it separates a real saving from a milder week.
Six BMS options in the UAE
Descriptions come from vendor pages and releases, several on their UAE or Middle East sites, linked under Sources. Fit and questions are buyer guidance.
| System | What the vendor says | UAE signal | Best fit | Worth asking |
|---|---|---|---|---|
| Siemens Desigo CC | A multi-discipline platform spanning HVAC, lighting, fire safety, security and energy, intended for mid to large buildings. | Named in December 2018 for a site-wide Desigo CC rollout at Expo 2020 Dubai, as its Infrastructure Digitalization Partner. | Mega projects and venues with many subsystems. | Who supports the system once the project team leaves? |
| Johnson Controls Metasys | A building automation system combining heating, cooling and other services in one operator interface; release 12.0 added BACnet Secure Connect. | Metasys 12.0 launch announced with a Dubai dateline, aimed at Middle East and Africa customers. | Towers running Johnson Controls chillers and AHUs. | How are chilled water readings from the district plant brought in? |
| Honeywell Building Performance Services | Moves maintenance from reactive to planned, with Honeywell Forge Energy Optimization software to cut energy. | Offered on Honeywell's UAE site. | Owners wanting a managed service with remote monitoring. | Which savings are measured, and against what baseline? |
| Schneider Electric EcoStruxure Building Operation | Insight for managing buildings and support for cybersecurity compliance, with SpaceLogic Ready-Server for small and mid-size buildings. | Both listed on Schneider Electric's UAE site. | Portfolios mixing large and mid-size buildings. | Does the smaller server share graphics and data with the larger one? |
| Tridium Niagara Framework | A software infrastructure connecting devices to enterprise systems. | Not described on the product page; ask integrators for UAE references. | Integrators tying together mixed-vendor plant. | Who holds the station backups and credentials? |
| Aqueduct | Digital twins of water balance, electrical single line and per-RTU states, baselines from bills, and control over LoRaWAN relays or Modbus and BACnet. | One of 21 countries in a footprint of 300+ sites. | Multi-tenant towers on district cooling. | Fits less well as a chiller plant controls supplier; site work is done by partners. |
Why UAE facility teams switch to Aqueduct
Teams usually start with the cooling bill. Aqueduct reads BTU meters, chiller plant points and tenant sub-meters into a single site model, then compares consumption with a baseline regressed on cooling degree days, so a hot August no longer hides a fault. Rate configuration turns each gap into dirhams at the actual tariff.
Water gets the same treatment: inflow, cooling tower make-up, irrigation and tenant use are balanced so the unexplained volume stands out. Where control is enabled, with owner approval, Aqueduct schedules AHUs and fan coils on occupancy over BACnet or Modbus and keeps a log of each command. A top 25 US airport went live on it in two weeks.
Bringing Aqueduct into a UAE building
Keep the installed BMS
Aqueduct runs beside the existing system and the district cooling meters, so the facility management contract and plant sequences stay as they are.
Learn moreReplace in stages
As controllers lose support, move AHUs and fan coils to Aqueduct through field device network controllers, one floor or building at a time.
Learn moreBuild into Al Sa'fat and Estidama projects
On new towers and communities, include Aqueduct in the metering and CCMS design so the required meters are trending before handover.

Common questions
Yes. Aqueduct reads BTU meters over Modbus or M-Bus and trends chilled water use per tenant next to electricity and water. Owners can then check the district cooling invoice against metered consumption every month. See Al Sa'fat metering.
Aqueduct supplies the logged data those credits describe: energy sub-meters, exterior water meters and leak alerts on main pipes, held centrally per building. The Pearl rating itself is awarded by the Abu Dhabi authority after design and construction review. See Estidama Pearl.
Aqueduct reduces cooling energy by matching AHU and fan coil schedules to measured occupancy and flagging chillers that drift from their expected performance. Results are reported against a weather-normalized baseline, so a cooler month is not counted as a saving. See peak demand management.
Yes. Aqueduct connects to installed systems over BACnet or Modbus, so a Desigo CC or Metasys head end keeps running plant. Aqueduct adds tenant-level metering, the water balance and dashboards across buildings from different vendors. See integrations.
