Estidama Pearl

Estidama Pearl metering credits, installed and kept reading

Estidama is Abu Dhabi's sustainability program, and its Pearl Rating System is mandatory for new buildings in the emirate. Two of its required credits and one optional credit are about metering and leak detection. Aqueduct reads those meters and turns them into a live energy and water record.

Who it applies to

Under an Executive Council order of May 2010, every new building in Abu Dhabi must meet the 1 Pearl requirements, which means satisfying all mandatory credits, and government-funded buildings must reach at least 2 Pearls. The Pearl Building Rating System covers all typologies, including hospitals, warehouses, laboratories and industrial buildings; villas and communities have their own systems.

Ratings are given at design and again at construction. The credit codes below are from the Pearl Building Rating System, Design and Construction, Version 1.0, published by the Abu Dhabi Urban Planning Council.

Credits that need meters and monitoring

Codes and requirements from the PBRS v1.0 manual. A Pearl Qualified Professional prepares the submission and the authority rates it.

RequirementWhat it asks forData Aqueduct supplies
RE-R2, Energy Monitoring and Reporting (required)Sub-meters covering at least 90 percent of each fuel's estimated use, separate meters on cooling over 20 kW and HVAC and distribution boards over 10 kW, and tenant areas metered.Electricity and BTU sub-meters per plant item and tenancy, logged continuously.
PW-R2, Exterior Water Monitoring (required)Meters on heat rejection, hose bibs, irrigation, pools and water features, with data logging to a central monitoring system.Exterior water meters read into one system, with cooling tower make-up shown on its own.
PW-3, Water Monitoring and Leak Detection (4 points)Two points for meters on bathrooms, kitchens, indoor pools and ablution areas; two for leak detection on all main distribution pipes.Interior sub-meters by use and flow-based leak alerts on main pipes.
RE-R1, Minimum Energy Performance (required)A minimum energy performance, shown by model or prescriptive path.Metered consumption after handover, compared with the design model.

Questions

Common questions

For PW-R2, the construction rating asks for a written commitment from the owner to submit exterior water monitoring data to Estidama if requested. Logged data makes that a simple export.

They are specified to win the rating, then never connected to anything the operations team uses. Connecting them to a live system keeps the record and the leak alerts working after handover.

It is the most recent manual we could verify. Confirm the edition with your Pearl Qualified Professional or the Department of Municipalities and Transport before submission. The metering Aqueduct reads stays the same across editions; only the credit codes may change.

Yes. Under PW-R2, heat rejection water is one of the exterior uses that must be metered and logged to a central system. Aqueduct shows cooling tower make-up and blowdown on their own lines and flags a jump in make-up that points to a leak or overflow.
