What is Mostadam?

Definition

Mostadam is Saudi Arabia's building sustainability rating system, run by the Sustainable Building Program under the Ministry of Municipalities and Housing, focused on energy, water, health and quality of life.

Stages and building types

Mostadam certifies in two stages: design and construction (D+C) for new projects, and operations and existing buildings (O+E) for buildings already in use. Separate manuals cover residential buildings, commercial buildings and communities, and the system was shaped around the Kingdom's climate and national priorities.

Operational evidence Aqueduct records for O+E

An operations rating asks how the building performs now, so it needs measured data across the assessment period. Aqueduct supplies cooling-dominated electricity baselines normalized to cooling degree days, water by line from the balance equation, and CO2 exposure in zone-hours overlaid with occupancy from aQ AirSafe for the health category. The assessor and project team handle the submission.

Questions

Mostadam: common questions

Mostadam is the Saudi national green building rating, written for the Kingdom's hot, dry climate. It scores projects on energy, water, materials, health and comfort and quality of life, with separate tracks for new projects and for buildings already in operation. It sits among other Gulf systems such as Estidama Pearl.

Mostadam was built for Saudi conditions and national goals under Vision 2030, while LEED is a US-developed system used worldwide. Some Saudi projects pursue both, usually because a tenant or investor asks for LEED while government programs reference Mostadam.

Yes. The O+E stage rates buildings already in use on their operating performance, separately from the design and construction stage. That makes metered energy, water and air quality data central, since the assessor judges how the building runs over the assessment period rather than how it was drawn.

Monthly electricity and water by building, cooling performance normalized to weather, and indoor air readings per zone. Aqueduct records all three from meters and sensors, with device health showing how complete each record is, so the team can assemble evidence for the assessor from IAQ monitoring and utility data.
