BEE PAT and ECBC

BEE PAT and ECSBC: measured energy for plants and buildings

India's Bureau of Energy Efficiency runs PAT, which sets specific energy consumption targets for energy-intensive plants, and the building code now called ECSBC 2024. Both turn on metered energy. Aqueduct supplies it per plant, process and building.

Who it applies to

PAT covers designated consumers notified under the Energy Conservation Act, 2001: energy-intensive plants in sectors such as cement, iron and steel, aluminium, fertilizer, textiles, pulp and paper and thermal power, plus hotels using 500 tonnes of oil equivalent or more a year from Cycle V. They appoint an energy manager, file annual energy returns and carry out mandatory audits.

The building code applies to commercial buildings with a connected load of 100 kW or contract demand of 120 kVA or more. ECSBC 2024 replaced ECBC 2017; its base level is mandatory where states adopt it, and Plus and Super levels are voluntary.

Clause numbers refer to the ECSBC 2024 text published by BEE. Accredited energy auditors verify PAT results.

Questions

Common questions

BEE says PAT will move gradually to the compliance mechanism of the Carbon Credit Trading Scheme, which sets greenhouse gas intensity targets per unit of output. Plants still need metered energy and production data, now converted to emissions.

Specific energy consumption is a ratio. A plant that meters energy well but records output loosely cannot show its true intensity, so Aqueduct puts both on one timeline.

ECSBC is written for new commercial buildings and major additions, not for existing stock. Many owners still use its metering clauses as the reference when upgrading, and Aqueduct supplies the half hourly mains and end-use data those clauses describe.

An Energy Saving Certificate is issued to a designated consumer that beats its specific energy consumption target, and a plant that falls short buys them. Aqueduct tracks energy per unit of output monthly, so the plant knows its likely position before the accredited auditor verifies the cycle.
